INTERNAL/EXTERNAL POSTING - for TDI EMPLOYEES and GENERAL PUBLIC
GENERAL DESCRIPTION The Safety Violations Hotline Administrator is selected by and reports to the Manager, Workplace Safety. Performs advanced (senior-level) inspection work. Work involves planning, coordinating, or overseeing inspections and reviews to ensure compliance with laws, regulations, and agency policies. May plan and/or assign the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
DUTIES INCLUDE: • overseeing the investigation of complaints and reports of safety-related violations and hazards made by the public; • making recommendations on violations during inspections and conducting follow up with employers and insurance carriers for assurance that standards are being met in accordance with the Accident Prevention Services program laws (Texas Labor Code, Chapter 411, Subchapter H) and Division rules (Chapter 166) and that corrective action is taken; • conducting in and out briefings on preliminary findings of inspections; • evaluating safety violation hotline and rejected risk programs and procedures to improve operations; • being responsible for program performance measures; • serving as Workplace Safety Performance Measure liaison backup; • overseeing and conducting the inspections of employer compliance with the Rejected Risk program laws and rules; and • performing other duties as assigned.

QUALIFICATIONS Education/Experience: Graduation from an accredited four-year college or university. PLUS: One year of full-time experience in occupational health and safety, safety/loss control and/or inspection work. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis. PREFER: Bachelors degree in Safety and Health, Occupational safety certification or designation, such as CSP, CIH, OHST, Bilingual in English and Spanish.
This position requires travel in order to carry out the essential functions of the job. The Texas Department of Insurance will check driving records on final candidates(s) for this position to ensure candidates(s) meets(s) the fully qualified driving status as defined by the agency.
KNOWLEDGE, SKILL AND ABILITIES Applicant should have demonstrated: • knowledge of Texas and federal occupational safety and health laws, codes and standards relating to employers and workers’ compensation insurance carriers; • knowledge of the principles and methods of field safety inspection; • knowledge of the components of an effective safety program; • knowledge of the basic rules of evidence; • knowledge of business practices in the workers’ compensation insurance industry; • skill in conducting inspections of both physical worksites and records; • skill in determining proper courses of action; • skill in using instruments or tools necessary to perform inspections; • skill in use of common PC applications in Windows environment, including word processing, email, Internet, spreadsheets, and database applications; • ability to prepare concise reports; • ability to analyze data; to read, comprehend, interpret, and apply technical laws and regulations; • ability to evaluate employer and insurance company safety and health programs for compliance and effectiveness and to make appropriate recommendations; and • ability to use creative thinking to originate new methodologies.
