Job Description
GENERAL SUMMARY: Develops and maintains customer business relationships in domestic and/or international government markets; works under limited supervision; Specific objectives include, identifying and pursuing new business and customers, capture planning, expanding existing business, identifying and tracking short and long term opportunities, and developing written and oral proposals. PRINCIPAL DUTIES/RESPONSIBILITIES: Specific objectives include, identifying and pursuing new business and customers, capture planning, expanding existing business, identifying and tracking short and long term opportunities, and developing written and oral proposals. Specific tasking includes but is not limited to: 1. Performs business development services including networking and research to increase business. 2. Meets with current and potential clients to ascertain their requirements and apprise them of company capabilities. 3. Identifies and develops opportunities for business expansion. 4. Coordinates and exchanges information and leads with managers and other personnel. 5. Develops and maintains working relationships with similar and/or complementary companies to include teaming and partnership discussions. 6. Researches public domain material to develop leads, contacts, and capture plans. 7. Develops solutions, plans of action, business plans, and marketing materials. 8. Maintains current knowledge of relevant technologies in order to successfully meet client requirements. 9. Maintain internal proposal development and management activities in support of the Federal Services Business Sector 10. Perform as Capture Manager and Proposal Manager for major Prime/Subcontract opportunities approved for pursuit. 11. Breakdown of RFP Sections and proposal outline development 12. Manage and coordinate proposal activities. 13. Develop winning written and oral proposals. 14. Ensure proposals are compliant with Request for Proposal instructions. 15. Track and report on the status of all proposal components. 16. Prepare for and present Business Development Gate Reviews. 17. Complete preparation of proposals as necessary. 18. Develop win strategies (cost/technical/management) in the pursuit of potential opportunities. 19. Perform intelligence gathering on competition and customers. 20. Formulate teaming strategies. 21. Coordinate with the business community and strategic partners, and identify and pursue major new Prime and Subcontract opportunities outside the normal business base of the Federal Services Business Sector . 22. Perform market research on short and long term opportunities. 23. Lead teams in responding to various business opportunities. 24. Assist with conducting strategic planning for Business Development. 25. Assist with internal departmental efforts to develop, implement and refine standard procedures for the review, approval, and sign-off of proposals and ensure compliance with these procedures. 26. Update and maintain Business Development Databases regarding potential opportunities, bid and proposal funding requirements, proposals in work, pending, won, and lost. 27. Working knowledge of federal procurement laws. EDUCATION AND EXPERIENCE: 1. Requires 10-12 years of related experience in marketing and sales, preferably in the government contracting industry. 2. Bachelor's Degree in Marketing, Business Management, or a related discipline. 3. Master's Degree preferred. SKILLS AND ABILITIES: 1. Advanced knowledge of DoD Environmental and/or Training Ranges Sustainability programs. 2. Direct experience and relationships with Government/military personnel supporting the U.S. Navy, Army, and/or Air Force environmental and training ranges programs at HQ, Command, and Installation levels. 3. Must have strong writing and communication skills to support proposal development and development of marketing materials
