Job Description

DESCRIPTION: The University of California, San Diego, Environment, Health & Safety (EH&S) Principal Technician works under general supervision and researches and applies knowledge of EPA, DTSC, DOT, OSHA, RCRA, and state regulations to properly segregate, identify, route, labpack, bulk, manifest and transport hazardous materials. Duties include: lab packing of hazardous wastes ranging from basic to advanced categories; utilize fundamental understanding of chemical properties and compatibility to accurately sample, identify, and classify a variety of unknown materials; provide onsite technical assistance and training to staff and students regarding chemical recognition and handling, including health and safety compliance; offer technical support to customers by providing guidance in the waste disposal process, discussing alternative treatment options, and corresponding information concerning regulatory compliance; design and implement procedures to ensure that the Environmental Management Facility is in compliance with hazardous waste, transportation, health and safety, environmental regulations, and that proper disposal methods are utilized and performed for the various waste streams, and are the most cost effective; maintain all records of hazardous waste shipments from "cradle to grave" (manifests, bill of ladings, shipping documents, etc.); interface with TSDFs and transporters if delinquency occurs to resolve any outstanding discrepancies; training recordkeeping and helping develop and implement training programs for the Environmental Management Facility; responsible for marketing and maintaining the campus chemical reuse program; collect hazardous waste chemicals, radioactive and biological materials from university labs and facilities; process hazardous waste materials including: segregation, compaction, vial crushing, solidification, recycling/reuse, lab-packing, bulking, storage for radioactive decay; mark and label shipping containers, and prepare shipping documents and transportation of chemicals; respond to hazardous spills and chemical emergencies; assist with hazardous materials clean up.

QUALIFICATIONS: * Completion of an accredited hazardous materials management curriculum to meet the HAZWOPER requirements. * Knowledge of county, state and federal regulations concerning chemical, radioactive and biological hazards. * Knowledge of federal, state, and local laws, rules, and regulations regarding transportation of hazardous materials. * Knowledge of industry standards and laws pertaining to all record keeping associated with chemical waste management including profiling, Land Disposal Restriction forms, manifests, Bills of Lading, request for quotes and others. * Graduate from high school or a General Education Diploma and four years of experience in an environmental health and safety program, or two years of college including appropriate science courses and three years of experience in an environmental health and safety program, or equivalent combination of education and experience.

SPECIAL CONDITIONS OF EMPLOYMENT: * Must be willing to respond to hazardous materials spills and perform clean up. * Must pass a medical examination and be cleared to perform physical requirements and wear respirators, Self-Contained Breathing Apparatus and personal protective clothing. * Must have a current and valid California driver's license and must obtain a Class C-Hazardous Materials endorsement (Must pass exam within 90 days of employment). * Must complete an accredited hazardous materials management curriculum to meet the HAZWOPER requirements.
