Job Description
SR. Campus Fire Marshall University of California, San Diego Environment, Health & Safety (100% Career) Open Until Filled Salary commensurate with qualifications and experience

DESCRIPTION: (1.) Program Leadership for Fire and Life Safety division. The Senior Fire Marshall is responsible for providing leadership in the development and management of a comprehensive fire and life safety program at UC San Diego. The Sr. FM plans, organizes, and supervises staff and daily operations, addressing fire and life safety issues and planning for the future needs of the University. Develops and maintains the fire and life safety program to meet requirements of the Californian Code of Regulations Titles 19 and 24 as required by Memoranda of Understanding and Agreement with the Office of the State Fire Marshal. Manages fire prevention and life safety for all existing UC San Diego buildings. Routinely tours UC San Diego facilities, both owned and leased, to assess the overall status of campus fire prevention and life safety. Routinely meets with and advises responsible managers throughout the campus on fire and life safety issues, providing verbal and written professional guidance and recommendations to continuously maintain safe conditions and regulatory compliance. Supervises fire evacuation exercises and fire drills, oversees fire extinguisher training and other fire and life safety training sessions. Investigates fires and false alarms at UC San Diego campus locations.

Responsible for review and approval of plans for large public events and theatrical performances to ensure fire and life safety issues and requirements are fully addressed. Inspects event set-ups to verify compliance with applicable fire and life safety requirements. Works collaboratively with public event staff to manage fire and life safety concerns. Serves as a resource for campus managers at all levels of the organization, evaluating fire and life safety issues and providing expert interpretation, guidance and recommendations in both written and verbal form as necessary to maintain fire and life safety programs and equipment at or above regulatory standards. The Sr. FM is authorized to discontinue operation of any university function or activity when imminent danger to life and/or health is observed.

Manage division personnel issues. Screen applications, interview candidates and make selection decisions or recommend individuals for hire. Train and assign work to new and continuing employees. Provide guidance on performance standards and University procedures. Independently conduct performance evaluations, including communication with subordinate. Make recommendations for employee incentive awards and salary increases including merits and reclassifications. Determine what discipline should be imposed for subordinates, with authority to apply such, and/or submits/recommends same to higher level management. Maintains regulatory relationships in excellent standing with the Office of State Fire Marshal and San Diego Fire Department (SDFD). Collaborates with SDFD to ensure familiarity and understanding of UC San Diego campus facilities and operations. Provides expert guidance to the EH&S Hazardous Materials Business Plan program. Represents UC San Diego and EH&S on the University of California system-wide Fire Safety Workgroup.

(2.) Strategic Planning. The Sr. FM is responsible for developing a vision for the Fire and Life Safety division to meet future needs of UC San Diego and incorporating that vision into the EH&S Annual Report. The Sr. FM communicates the vision to staff members and appropriate audiences University-wide. The Sr. FM works to ensure the Fire and Life Safety division supports the UC San Diego mission.

(3.) Manage the State Fire Marshal Memorandum of Understanding (MOU). The Senior Campus Fire Marshal manages and implements the University of California Memoranda of Understanding (MOU) with the Office of the State Fire Marshal as they pertain to all activities on the UC San Diego campus. Acts as the lead Designated Campus Fire Marshal for management and final review of all UC San Diego construction building plans, construction inspections, and final acceptance for building occupancy. Acts as the lead Designated Campus Fire Marshal for management and implementation of a comprehensive fire and life safety program for existing buildings. Develops procedures for implementation of the MOU including activity measurements, resolution of code conflicts, and appeals processes.

(4.) Regulatory Liaision. Serves as principal liaison to external regulatory agencies for fire and life safety issues. Proactively develops positive relationship with SDFD, hosting leadership and firefighters on campus to facilitate their familiarity with UC San Diego facilities and operations.

(5.) Assistance to EH&S Director. Assist the EH&S Director in determining staffing and equipment resource requirements and monitor all expenditures for the Fire and Life Safety Division. Develop annual Fire and Life Safety Division budget and pro-forma planning for new or expanded service plans. Other special projects as assigned by the EH&S Director.

(6.) Fire and Life Safety Budget and Recharge Management. The Sr. FM is responsible for developing and implementing an annual zero-based budget consistent with EH&S and Vice Chancellor--Business Affairs allocations and guidelines. The annual budget accurately projects recharge revenue and sets spending limitations accordingly.

QUALIFICATIONS: * Extensive knowledge of fire and life safety applications of local, state, and federal laws, codes, regulations, standards, specifications, and policies, including the California Health & Safety Code; Titles 8, 19 and 24, California Fire and Building Codes; and NFPA standards. * Bachelor’s degree in a civil, electrical, or mechanical engineering, public administration or closely related field, and six years experience including 2 years of supervisory and program development experience or equivalent combination of education and experience. * Technical certification, such as Fire Prevention Officer III, Building Inspector, Fire Code Inspector, or similar professional recognition. * Extensive knowledge of the principles and practices of modern fire detection and alarm systems, suppression systems, and other fire and life safety systems and equipment; demonstrated expertise in reading and interpreting complex plans, specifications, blueprints, shop drawings, and extinguishing system calculations. * Progressively responsible and extensive experience and expertise in project management, including planning, programming, and budgeting, following through, and providing prompt services, reports, and responses.

PREFERRED: * Master’s degree. * High level knowledge of architectural, other design professional and industry standards to understand working drawings. * Knowledge of AutoCAD in order to ensure such drawings comply with UCSD CAD standards.

SPECIAL CONDITIONS OF EMPLOYMENT: * Must have a valid California driver’s license. * Must respond to UC San Diego in the event of an after hours, weekend or holiday incident involving fire and/or life safety. * Serve as a member of the EH&S Duty Responders Team, providing after hours, weekend, and holiday on-call service to UC San Diego for one-week shifts, 2-4 times per year. * Within first six months of employment, must qualify and be approved by the UC Office of the President and the Office of the State Fire Marshal as Lead Designated Campus Fire Marshal.
