Job Description
Chevron Environmental Management Company is accepting online applications for the position of Regulatory Affairs Specialist - CERCLA located in San Ramon.

Overview:

The Regulatory Affairs Specialist – CERCLA would report to the Regulatory Affairs Manager and is a technical career ladder position. In this role, the Regulatory Affairs Specialist - CERCLA will provide regulatory support for major CERCLA Projects in the Superfund & Specialty Projects Business Unit in CEMC and in the Refining Business Unit, where appropriate. The position will identify and document regulatory requirements for the CERCLA Projects and provide regulatory support for ongoing activities. The selected candidate will work independently or as part of the project team as required. Candidates should be familiar with the CERCLA program as it relates to remediation at former operating facilities and third-party facilities where we are a potentially responsible party. As required, the position will also support projects within other regulatory programs that have impacts on CEMC, as directed. The successful candidate will be familiar with ongoing Industry advocacy efforts. This position will assist the Regulatory Affairs Manager in spearheading the CEMC program for enhancing regulatory affairs capacity through advocacy, communications, and Project Manager training. Position Details: Key Job Responsibilities for this position may include but are not limited to:

•CERCLA Support: Provide regulatory clarification and support on remediation matters. Assist teams in accomplishing remedial work objectives while maintaining compliance. Identify and promote alternative compliance means to achieve business objectives. Represent project team before regulatory agencies to insure acceptance of regulatory submittals to minimize risk to project schedules. Promote and develop alternative compliance schemes that would meet project objectives. •Support the ongoing efforts of Regulatory Affairs to develop cost-effective remedial strategies that assist in moving projects to acceptable end state visions. Assist in the efforts of the RRRT as a resource for site specific negotiations where needed •Plan, develop and implement Stakeholder Engagement Plans for regulators in the areas of the US where we have major CERCLA projects. In coordination with the Regulatory Affairs Manager, develop regional stakeholder engagement efforts for those EPA regions where we have significant remedial projects. Participate in the policy development advisory groups, where appropriate. •Advocacy: Work in Industry forums to advance regulatory issues and rule making to insure implementation of business plans. These efforts will include the ongoing support of the Superfund Settlements Project Forum and interactions with the EPA Headquarters staff. •Provide CERCLA Program training to Project Managers to assist in building knowledge of the regulatory framework and for understanding the regulatory drivers underlying agency efforts. Assist Project Managers in developing regulatory relationship management skills. •Experience/ Regulatory: Extensive knowledge of the CERCLA Superfund Cleanup Program as it relates to third-party liability from hazardous substance releases. Understanding and experience with the requirements of related federal and state cleanup programs, including Brownfields. •Experience/Technical: Knowledge and understanding of key remedial technologies as they are applied in current industry cleanup practices. •Demonstrated ability to develop effective working relationships and partnerships with state and federal regulators. •Being able to resolve differences effectively. Must have demonstrated effective communication skills to achieve the desired objectives. •Demonstrated strong internal customer focus, and is able to build partnerships and a cohesive team spirit between and among diverse work groups within Chevron. Effectively involves and seeks input from others as relevant in reaching consensus on key issues. •Demonstrated effectiveness working with industry coalitions and trade associations in the development of reasonable and cost-effective regulations or policies.

Required (Basic) Qualifications: • Bachelor’s required in engineering/sciences/technology • At least 10 years experience with regulatory agencies in the management of remedial cleanup programs in the US

Preferred Qualifications: • Master’s in engineering/sciences/technology
