Job Description

This full-time position is located in Camp Pendleton, CA.

Environmental Engineer

Description: The successful candidate will provide wastewater management, monitoring and compliance expertise and related support to all aspects of the Environmental Engineering Division¿s program, projects and activities, including, but not be limited to the following: 1. Assess sewage spills in the field and provide detailed maps and photos from field visits to assist in report development, 2. Provide wastewater spill determinations and report preparation, 3. Coordinate with State and Federal regulatory agencies 4. Prepare Wastewater Treatment Plant Incidents of Non-compliance Reports, 5. Prepare Sanitary Sewer Overflow Reports per Regional Water Quality Control Board Order 96-04, 6. Prepare and maintain all Consent Order required reports, 7. Serve as a point-of-contact for all sewage spill and wastewater non-compliance incidents, 8. Ensure accurate and timely preparation of all raw sewage spill and treatment plant spills/bypass/upsets/periods of non-compliance (i.e., completed within the 24-hour verbal report requirement and the 5 day written report requirement) reports, 9. Ensure sewage collection system spill reports are correctly prepared including electronic files for submittal quarterly to the RWQCB as required, 10. Work with the existing Environmental Incident Reporting System to provide enhancements, 11. Provide weekly updates to the Wastewater Branch Head, 12. Maintain up to date and accurate internal log books, 13. Provide support for requests for information in the case of the Base receiving a Notice of Violation (NOV) for sewage spills or periods of non-compliance, 14. Prepare SOPs on spill reporting and documentation procedures and maintain graphic charts for spill trend, 15. Serve as the point-of-contact and prepare permit requests for field showers, field mess, and field laundry gray-water disposal, 16. Keep accurate records of each grey-water permit request and brief the Branch Head verbally and by e-mail at the onset of the permit request and following the successful termination of the field exercise and corresponding filling in of the percolation pit(s), 17. Field verify percolation test results for gray-water disposal sites, 18. Field verify that gray-water percolation pits are properly used and filled in when no longer in use, 19. Revise and streamline gray-water permit templates and procedures in consultation with the NEPA branch, and 20. Prepare SOPs for the gray-water permitting process.

EDUCATION AND EXPERIENCE - Education: Bachelor's Degree (BA/BS) required (MS preferred) in Wastewater Management/Engineering, Water Quality or Bio/chemistry or closely related discipline (Environmental Engineering), 3+ years professional experience (above/beyond college) or an equivalent combination of education, technical training, and/or work experience. in wastewater systems engineering and/or wastewater treatment plant operations, functions and management plus regulatory interface and permitting. - Candidate must be able to demonstrated (written and verbal) knowledge and understanding of of wastewater management and compliance issues, local state and federal regulations, and regulatory agency compliance requirements. A thorough knowledge of wastewater management literature, techniques and protocols; ability to manage projects and function as a member of a team in a fast-paced setting is essential to success. Strong writing and organizational skills are also required. Excellent observation, analysis, and verbal and written communications skills essential. The successful candidate must be able to follow written and verbal instructions/directions, as needed, and apply sound judgment when necessary. Must be able to read topographical, engineering and construction plans, maps and drawings. Preference will be given to those with a Master¿s degree in a related, applicable discipline, in addition to the required minimum years experience. A Master¿s degree may substitute for 1 years actual work experience. Applicants will only be considered if they can demonstrate in writing, relevant experience and knowledge as it relates to wastewater engineering, management and regulatory compliance issues.

SKILLS AND ABILITIES: 1. Knowledge of the principles, methods, and techniques used in environmental engineering; 2. Knowledge of environmental laws and regulations; 3. Knowledge of the associated software and hardware systems - proficiency with Microsoft Word, Excel, Access, PowerPoint and Outlook is essential to succeeding in this position. 4. Candidates must possess a valid California Driver's License, with a clean driving record, and have good, safe off-road driving habits. 5. Candidates should possess a strong familiarity with the use of GPS equipment and related GIS software (ArcGIS preferably).
