Staff Environmental Engineer

GENERAL SUMMARY: Performs a variety of engineering in a specific environmental functional area or areas; works under limited supervision; performs additional duties as assigned.

PRINCIPAL DUTIES/RESPONSIBILITIES: Primary duties include: review Army undertakings that affect historic properties (buildings, structures, districts, landscapes and objects) and consult with SHPO to ensure Section 106 compliance; draft Section 106 agreement documents as needed; provide technical expertise on appropriate treatments (construction, maintenance, repair, restoration, and rehabilitation) for historic properties; inspect historic properties during treatment to ensure compliance with the Secretary of the Interior 's Standards and Guidelines for the Treatment of Historic Properties; inspect historic buildings, structures, landscapes and maintain a database of Condition Surveys; generate work orders to address historic building and landscape maintenance, repair, restoration, and rehabilitation needs; maintain Washington State Office of Archaeology and Historic Preservation (OAHP) Historic Property Inventory Database. Secondary duties include: develop training materials to assist Public Works personnel in the application of appropriate construction, maintenance, repair, restoration, and rehabilitation techniques to historic properties; develop materials for education, interpretation and outreach to promote historic preservation as a critical element in installation sustainability and quality-of-life; inventory and evaluate historic properties for National Register eligibility; develop historic contexts and HABS/HAER documentation; maintain historic buildings data in the Installation Facilities System (IFS).

EDUCATION AND EXPERIENCE: Bachelor's Degree, Master's Degree Preferred, Experience: 5-7 The minimum professional qualifications for this position are defined by the Secretary of the Interior's Professional Qualification Standards for Architectural History or Historic Architecture (36 CFR Part 61). The successful candidate will demonstrate a strong working knowledge of relevant historic preservation laws, regulations, and the Section 106 compliance process. Excellent communication skills are required, both oral and written. Solid computer and word processing skills are required, specifically the Microsoft Office suite. A working knowledge of GIS is a definite plus.

SKILLS AND ABILITIES: 1. Thorough knowledge of the principles, methods, and techniques used in environmental engineering; 2. Thorough knowledge of environmental laws and regulations; 3. Thorough knowledge of the associated software and hardware systems. WORKING CONDITIONS: The work is typically performed at field sites and industrial facilities where proper safety equipment and precautions are required; work may require some physical effort in the handling of light materials, boxes or equipment, as well as considerable walking, bending, and climbing.
