Job Description
Requires review of the NEPA documentation and applicable permit documents such as biological opinions, erosion control plans, nationwide permits for dredge or fill of wetlands, or storm water pollution prevention plans; field auditing to determine if all applicable permits have been obtained and to determine if terms and conditions, mitigation measures, avoidance and minimization measures and other conditions of the environmental documentation are being adequately implemented in the field.
AND:
1. Analyzes problems and develops experimental or theoretical techniques for formalized engineering or scientific studies; 2. Resolves a variety of technical problems leading to advanced engineering studies designed to increase efficiency or reduce costs; 3. Plans and executes laboratory research; 4. Analyzes and organizes technical data and reports into summaries for management or customer review; 5. Demonstrates creative ability through patent disclosures or published papers; 6. Prepares technical manuals, reports and procedures reflecting advanced knowledge in assigned area of expertise; 7. Defines and describes laboratory tests to be performed; 8. Participates in test programs and prepares reports of test results; 9. Maintains current knowledge of relevant technologies as assigned; 10. Participates in special projects as required.
EDUCATION AND EXPERIENCE: Education: Bachelor's Degree in environmental science, natural science, urban planning or an engineering discipline, or the equivalent combination of education, technical training, or work experience. Experience: Typically requires 5+ years of related experience in an environmental field, with solid knowledge of navy/MC NEPA order (5090.2x).
SKILLS AND ABILITIES: 1. Knowledge of the principles, methods, and techniques used in scientific functional area(s); 2. Knowledge of the related equipment and systems used in assigned scientific functional area(s) (e.g., GPS/GIS).
WORKING CONDITIONS: The work is typically performed in an office or laboratory environment, which may require exposure to hazardous materials; proper safety equipment and precautions are required; work may require some light physical effort in the handling of materials, boxes, tools or equipment.
