MUNITIONS RESPONSE ENGINEER OR SCIENTIST III/IV Pittsburgh, PA Office
JOB SUMMARY: Primary duty will be to support project managers by acting in a technical capacity preparing, assimilating, and coordinating technical planning documents and reports, as well as supporting other technical aspects of munitions response program (MRP) projects. Primary activities will be to provide support for CERCLA remedial process requirements as applied to munitions and explosives of concern (MEC) and munitions constituents (MC), operational range assessments, and RCRA permitting of open burning / open detonation (OB/OD) units for military munitions. ESSENTIAL DUTIES AND RESPONSIBILITIES: These duties and responsibilities include the following: • Lead technical preparation of planning and report documents associated with MRP CERCLA projects. Assimilate and integrate technical material provided by munitions specialists, geophysicists, chemists, database specialists, risk assessment specialists, engineers/scientists, and subcontractors. Coordinate document preparation with GIS/CADD specialists, technical editing personnel, word processing, and administrative services. • Implement direction from project manager concerning document objectives, requirements, content, and organization. • Serve in a technical capacity supporting MRP projects in tasks such as conceptual model refinement, evaluating case histories for applicability in project planning and remediation, and evaluating remedial alternatives. • Assist with preparation of proposals and cost estimates. • Other duties may be assigned as determined appropriate by the supervisor based on level of experience and company needs. • Participate in project meetings with clients and regulators. Some overnight travel may be required.
EDUCATION REQUIREMENTS: BS or advanced degree in natural sciences or engineering. EXPERIENCE REQUIREMENTS: Munitions Response Scientist/Engineer III: Minimum of 5 years experience Munitions Response Scientist/Engineer IV: Minimum of 8 years experience Relevant experience includes work with CERCLA/RCRA projects, in particular, projects involving preliminary assessments, site inspections, remedial investigations, and feasibility studies. Experience involving munitions related work for ordnance items and chemical constituents of ordnance items is a plus but not required. Also, experience involving the development of RCRA S-X Permit Applications and closure plans for OB/OD units and/or project involving environmental assessments of operation DoD ranges is a plus but not required. Proven capabilities in compiling/preparing technical documents is a must. SKILLS REQUIREMENTS: Skills requirements include the following: • Strong technical, organizational, writing, and verbal communication skills required. • Knowledge of IBM-compatible computers and Microsoft Windows Office software applications required. • Ability to serve as a technical lead and document coordinator, with direction and oversight provided by the project manager. • Ability to reduce, evaluate, interpret data to draw appropriate conclusions and recommendations. Ability to expand knowledge to encompass MEC and MC data. Familiarity with analytical and field data generated for RCRA/CERCLA projects. • Language Skills: o Ability to read, analyze, and interpret documents such as safety rules, databases, field notes, mapping, and reports. o Ability to write and assimilate clear and concise sections of advanced-level technical reports and correspondence. o Ability to communicate verbally, including implementing directions from the project manager. • Mathematical Skills: o Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals o Ability to apply concepts such as fractions, percentages, rations, and proportions to practical situations. o Familiarity with analytical data units and data qualifiers. • Reasoning Ability: o Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. o Ability to deal with complex problems involving several concrete variables in unstructured situations.
