INTERNAL/EXTERNAL POSTING - for TDI EMPLOYEES and GENERAL PUBLIC

GENERAL DESCRIPTION
The Safety Inspector is selected by and works under the general direction of the Team Manager of the Occupational Safety and Health Consultation (OSHCON) Program. Performs advanced (senior-level) inspection and technical consultative services to small-size employers of the State of Texas. Makes inspections of work areas/activities to identify hazards and recommends appropriate corrective action bilingually in Spanish/English. Addresses health issues commensurate with training and educational background. Reviews and analyzes injury and illness data. Develops and presents training programs to assist in maintaining a safe and healthful work place. Performs work of substantial importance to the management of the program and the employers served; position has impact on operations planning and policy development. Observes all applicable agency policies and procedures, including adhering to established leave and attendance policies, safety rules and regulations, and use of state property. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Duties include:
• providing assistance in developing and implementing an effective safety program;
• providing consultation services in accordance with the consultation policy and procedure manual (CPPM), and the OSHCON Policy and Procedure Manual;
• providing on-site inspections of employers' work areas/activities to identify health hazards and recommend corrective actions to include safety related testing and exposure determinations;
• providing safety hazard identification and recommendation for correction to the extent education and training allows;
• providing interpretations and recommendations for compliance with safety standards, rules, and regulations and OSHA regulations, program assistance, and training.
• providing formal and informal training with emphasis on safety hazards in the work place;
• preparing reports of findings and recommendations;
• using the OSHA computer system for all reports and forms;
• maintaining management controls and suspense systems;
• gathering data for performance measures and outcome measures;
• maintaining an ongoing dialogue with other DWC areas to ensure continuity of services;
• assisting in providing training, orientation, and field observation to new OSHCON Consultants and other Workplace Safety staff;
• establishing files and record keeping procedures to insure confidentiality and file maintenance;
• assisting the team manager on technical, administrative, and related program issues as needed;
• promoting the OSHCON Program through telephone calls, presentations, mail outs, and other methods as appropriate;
• conducting Health & Safety presentations before professional groups and trade organizations with the direction of the team manager and the OSHCON Metro Office;
• serving on committees, participating in workshops, and leading project teams; and
• performing other duties as assigned.

Unless specifically and expressly stated otherwise, regular attendance is an essential function of every TDI job.

QUALIFICATIONS
Education/Experience:
Graduation from an accredited four-year college or university. PLUS: One year of full-time experience in occupational health and/or safety loss control and providing health education and training. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis. PREFER: Bachelors degree in Safety and Health, a degree in science, engineering or related field; three and one-half years full-time experience in areas related to workplace safety, experience in conducting occupational health and/or safety consultations and inspections; using occupational health testing equipment and bilingual (Spanish) language skills (oral and written).

This position requires travel in order to carry out the essential functions of the job. The Texas Department of Insurance will check driving records on final candidates(s) for this position to ensure candidates(s) meets(s) the fully qualified driving status as defined by the agency.

The Texas Department of Insurance will conduct a criminal background check on all final candidates for this position. An applicant who has been convicted of a criminal offense relevant to the position may be disqualified for employment.

KNOWLEDGE, SKILL AND ABILITIES
Applicant should have demonstrated:
• knowledge of safety and health rules, regulations, standards, and the components of an effective safety program;
• knowledge of personal computer applications, such as Windows, word processing, e-mail, and internet;
• ability to conduct inspections;
• ability to plan effectively;
• ability to evaluate situations quickly;
• ability to communicate verbally in Spanish language with clients/customers in individual or group settings;
• ability to express ideas clearly and concisely;
• ability to communicate with large and small audiences bilingually;
• ability to maintain good working relationships with internal & external customers;
• ability to communicate both verbally and in writing; and
• ability to travel including overnight stays.
