Job Description

Hulcher Services Inc., located in Denton, Texas is the premier railroad services contractor providing engineering, transfer, environmental cleanup and derailment services to its customers for over 40 years.  Hulcher currently has an opportunity available for:

 Senior Director - Health and Safety
Denton, TX

SUMMARY:

This position is a Corporate staff leadership role for health and safety programs with North American responsibility and corporate-wide reach.  Ideal candidate will be primarily responsible for continuously improving occupational health and safety performance to world class standards while driving compliance to applicable regulatory standards. Will lead the development of policies, programs, processes, procedures, standards, tools and training to facilitate global standardization and consistency for occupational health and safety. Will also continuously build/enhance the company safety culture and values and demonstrate the ability to lead a progressive organization, and assess occupational health and safety risks and to devise and implement programs and process that drive constant improvement in occupational health and safety.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Manage accident reduction and prevention programs by establishing annual targets, overseeing injury prevention audits, and monitoring accident trends and near hits to ensure that they are fully investigated to identify root cause and preventative actions to eliminate recurrences; manage accident data to identify accident trends and develop prevention strategies and objectives that can leveraged across the organization.
• Manage the development and standardization of occupational health and safety programs, including processes & procedures, training materials, best practices, standards, tools, templates, compliance assurance plans, assessments and audits.
• Develop and implement management systems necessary to manage the safe and compliant packaging, shipping and transportation of hazardous materials.
• Develop and manage health and safety training and educational programs.
• Develop and implement tools and management systems necessary to manage process and chemical safety hazards and risks; including: process hazard analysis, procedures, change management, incident investigations, training, auditing and program review. Utilize technical expertise to develop and implement support tools and templates for managing safety risks associated with chemical usage.
• Track, interpret, and analyze business impact of health and safety laws, standards, or regulatory requirements and provide management systems to ensure compliance.
• Maintain company statistics and related reports, and trend statistics to support business with prevention plans.
• Develop short and long term health and safety programs and initiatives consistent with corporate and division strategies; link key health and safety projects to annual planning and budgeting process.
• Collaborate with other HS & Risk functional leaders to drive standardization and consistency; provide technical support and guidance for product compliance, sustainability, and risk management elements within the global risk department.
• Provide technical, engineering, science, regulatory and subject matter expertise for occupational health and safety standards, specifically: behavioral safety, life safety, fire safety, machine safety, ergonomics, industrial hygiene and chemical safety.
• Oversee and participate in risk assessment process and develop support tools to facilitate hazard recognition and abatement control measures.
• Participate as corporate EHS audit team member to manage compliance with regulatory and company requirements. Partner with operations to ensure that corrective action and/or preventative measure are taken.
• Coach, mentor and educate staff at all levels; provide input into the EHS staff hiring process and performance management.

 

POSITION REQUIREMENTS:

.

• OSHA Voluntary Protection Program (VPP) or OSHAS 1800 experience preferred.
• Proven leadership skills – able to influence and motivate others to quickly achieve results.
• High energy and passion for excellence, bias for action, adaptability, and resilience.
• Effective oral and written communication skills; ability to effectively present complex topics in a concise manner.
• Effective interpersonal skills dealing with people at various levels and in a variety of functions.
• Strong quantitative and analytical capability – strong statistical background and computer literacy a plus.
• Critical thinking skills and ability to constructively resolve conflicts.
• Broad understanding of business issues, metrics, organizational linkages, and customer value.
• Ability to challenge the organization in a manner that maintains trust and respect.
• Self-confident, ability to accept and respond to challenges in a positive manner.
• Experience and the ability to travel as required at least twenty-five (25) percent of the time.

EDUCATION AND EXPERIENCE:
• Undergraduate degree in safety, business, engineering, or technical discipline, with a minimum of ten (10) years safety experience in a industrial/manufacturing environment.
• Advanced certification (i.e. Certified Safety Professional (CSP) preferred
