Job Description
At Key Energy Services our mission is to be a leading global well intervention and production enhancement service company. Key Energy is the largest provider of onshore well service rigs in the United States and one of the leading onshore, rig-based well servicing contractors in the world. We provide a complete range of well services, including rig-based well maintenance, workover, well completion and recompletion, fluid management, coiled tubing, fishing and rental, hydra walk and ancillary oilfield services.
 
We are currently seeking an Environmental Specialist for our office located in Bakersfield, CA.

RESPONSIBILITIES:
  • Provides training and assistance with compliance issues, primarily with SPCC and SWPP issues, including developing training materials and conducting training classes along with resolving related compliance issues
  • Conducts environmental audits at various Key’s facilities according to established policy and guidelines, and tracks the resolution of any deficiencies noted in the audits
  • Provides compliance support to all divisions, reviewing requirements for plans for different states to ensure the company is in compliance and determining the plans are updated as required
  • Provides input and support in updating Key’s Tier 2 program
  • Reviews report and documents prepared by consultants, and/or internal documents prepared by other departments on compliance and regulatory issues
  • Works with other departmental staff, contractors and/or regulatory agency personnel in resolving and investigating violations of environmental regulations and permit requirements
  • May assist in developing policies affecting facility construction and operations
  • Makes appropriate recommendations to yard level and divisional level management regarding environmental compliance issues
  • Performing other related duties as assigned
PREFERRED QUALIFICATIONS:
  • A Bachelor’s degree in Environmental Science, Chemistry, Biology or a related field is required
  • Two (2) to five (5) years of work experience in environmental audits or training, compliance and regulatory issues in the oilfield or well servicing industry
  • Prior knowledge/experience with SPCC, Stormwater programs and Tier 2 reporting required OSHA 40 hour training is required
  • Good understanding and experience with MS word and Excel, with proficiency in MS Access a plus, as well as good communication skills including effective speaking and presentation skills
  • Knowledge of state and federal environmental requirements
  • Ability to interface with other departments and outside contractors or regulatory agencies in an effective and professional manner
  • Ability and willingness to travel to other locations
This position is responsible for environmental compliance for Key’s California operations and will require working with operations personnel, support staff, and other environmental staff. Candidates should have above average interpersonal and communication skills and must have good organizational skills. The position will require a mix of office and field assignments. Approximately 60 percent of the time will be spent in the office with the remainder of the time spent and Key facilities or well locations. Occasional overnight travel may be required. Candidates should have a minimum of 3 years environmental experience in California. A good working knowledge of federal, state and local environmental requirements is required. Candidates must be able to work with a minimal amount of day-to-day supervision and will be responsible for scheduling, tracking and meeting deadlines in regard to:
  • Annual Environmental Fee and Hazardous Waste Generation Fees due to the State Board of Equalization Environmental Fees Division
  • Quarterly report for equipment registered in the San Joaquin Valley Unified Air Pollution Control Board Portable Equipment Registration Program (PERP)
  • Track and record the Green House Gas (GHG) emission inventory for equipment. The daily usage information is collected in the field and reported monthly for input into the tracking database. That information will then be reported to the appropriate customers on a monthly basis
  • Maintain Business Response Plans for all California Yards including updates for newly added chemical and annual re-certifications by March 1 of each year
  • Maintain California Air Resource Board (CARB) and local board individual permits (i.e. fuel island, paint booths, silos, and stationary generators), registrations (i.e. PERP and In-use Off-Road Diesel Mobile Sources), renewals, recordkeeping and provide all required reports and notifications
  • Maintain Industrial Storm Water General Permits for all California Yards including sampling, auditing, recordkeeping and reporting
  • Maintain all Spill Prevention Control and Countermeasure Plans including auditing and recordkeeping
  • Point of contact for all local and state agency inspections required for the above referenced programs
  • Assist yard personnel with environmental audit questions and perform audits at each yard at least once a year
  • Point of contact for all California Division questions concerning environmental issues
  • Experience maintaining Access databases
